Following are results from recent local government meetings:

CITY COUNCILS

CARLSBAD

The Carlsbad City Council on Sept. 15 conducted a hearing and introduced an ordinance to provide an expedited, streamlined permitting process for small residential rooftop solar energy systems; received a report on the Recycled Water Program updates; and received a report on water conservation within the Carlsbad Municipal Water District service area for July and August.

ENCINITAS

The Encinitas City Council on Wednesday received a CalTrans I-5 Widening Project presentation; approved a contract with “Housing Programs” for the administration of the city’s Residential Rehabilitation Program; approved a $1,192,660 plus 15 percent contingencies contract with California Building Evaluation and Construction to construct the City Hall Sewer Rehabilitation Project; received a presentation on the Encinitas Habitat Stewardship Program, directed staff to implement the Encinitas Habitat Stewardship Program pursuant to recommendations and approved continue funding of the program; and received information on new permit and service delivery performance standards and processes resulting from the Planning & Building Department’s continuous improvement efforts, and an overview of the administrative discretionary land use project decision process.

OCEANSIDE

The Oceanside City Council at a workshop on Wednesday interviewed Planning Commission applicants and approved the appointment of Curtis Busk. At the regular meeting on Wednesday, the council approved a $539,935 contract with Dick Miller Inc. for intersection improvements at Rancho del Oro and Ocean Ranch boulevards; approved an employment agreement for Michelle Skaggs Lawrence to serve as city manager; approved an agreement not to exceed $1.373 million with Tetra Tech for design services of the La Salina Sewer Lift Station and Treatment Plant Decommissioning project; approved plans and specifications for the Water and Sewer System Control and Data Acquisition Major Upgrade project and authorization to call for bids, and approved a total of $5.6 million in budget appropriations; approved a contract not to exceed $3,809,684 to EC Constructors for the Mission Basin Groundwater Purification Facility Operations Building Project; approved a request to speak by John Philip Bowen regarding the city’s position on Uber drivers; and adopted resolutions certifying environmental reports and approving general plan amendments related to Villa Storia.

POWAY

The Poway City Council on Sept. 15 introduced a water allocation ordinance.

SCHOOL DISTRICTS

BONSALL

The Bonsall Unified School District board on Sept. 15 ratified a memorandum of understanding with NCCSE to provide additional program specialist support for special education; ratified an independent contractor agreement with Wendy Perez for K-6 music instruction for 2015-16, funded by the Bonsall Education Foundation; ratified an agreement with North County Professional Development Federation for the 2015-16 Beginning Teacher Support and Assessment Program; approved a North County Professional Development Brokering Agreement with Mary Deering for AVID Teacher Mentoring and Certification for 2015-16; received a presentation and discussion on options related to developing plans to fund the new Bonsall High School; conducted a hearing on the district’s initial proposal for reopened negotiations to CSEA Bonsall Chapter 703; approved the 2015-16 Management Salary Schedule to no longer include the annual mileage stipend of $2,280; approval for management and confidential stipends, increased by one Confidential Stipend, $1,718, and one EL Coordinator Stipend, $1,500; approved a change of title for “Director, Human Resources/Curriculum and Instruction” to “Director, Human Resources and Educational Services”; approved an amendment to the construction services agreement for the Bonsall High School New Classroom Building Project Phase II to accept the final guaranteed maximum price of $6.752 million, based upon approved Division of State Architect drawings and specifications; approved a paint color scheme for the Old Schoolhouse Restoration Project; and approved the 2015-18 contract for Johnson O’Malley, a federally funded program that provides supplemental education programs for Native American students in public schools.

DEL MAR

The Del Mar Union School District board on Wednesday received a report on “Technology: Infrastructure and Instruction” from Assistant Superintendent of Instructional Services Shelley Petersen and Director of Technology Chris Delehanty; received a report on CAASPP scores from Shelley Petersen; approved change orders for the Carmel Del Mar School modernization and Torrey Hills School ECDC projects; received a presentation from Assistant Superintendent of Business Services Cathy Birks on facilities master plan and funding sources; and approved an administrative credential internship program agreement with San Diego State University.

FALLBROOK

The Fallbook Union High School District board on Sept. 14 approved the 2014-15 Unaudited Actuals Financial Report; approved assigning $2,550,000 from the General Fund Unrestricted Fund Balance to the one-time facility projects identified as presented; approved the revised board policy on Interdistrict Attendance; approved the 2015-2016 Migrant Education Service Agreement; approved the 2015-2016 English Language Learner Service Agreement; and approved the service agreement with College Readiness for 2015-2016.

RAMONA

The Ramona Unified School District board on Thursday approved a Career Technical Education consent participation agreement with San Diego County Office of Education for operation of Regional Occupational Programs for 2015-16; consider approval of a course of study name change from “Grade 8 Integrated Mathematics” to “Mathematics Course 8”; received a presentation from Human Resources on recruiting and processing employees; and approved a side letter of agreement with the Ramona Teachers Association regarding Elementary Combination Class Teachers.

SAN MARCOS

The San Marcos Unified School District board on Sept. 15 received a presentation on co-teaching at Carrillo Elementary School, “Bridging the Gap Between General and Special Education to Include All Students”; received a presentation on the Healthy Fundraising Award from Kay Stuckhardt of Palomar Health; approved a 1 percent off-salary schedule bonus; approved of a proposed lease refinancing; approved a correction to the 2015-2016 Classified Salary Schedule; approved specifications and authorization to seek bids for the remodel of the Early Education Center, at 634 W. Mission Road, for the special education preschool assessment area; and approved revisions to the job descriptions of Office Manager I, II and III-School Secretary positions.

SOLANA BEACH

The Solana Beach Union School District board on Sept. 10 approved the revised progress reports for kindergarten through sixth grade; approved the resale, donation, or recycling of Houghton Mifflin mathematics student textbooks to Follett Educational Services; approved an amendment to the contract with Randall Lamb as the commissioning agent for Solana Ranch School; approved an amendment of the contract with American Fence Co. for the districtwide fencing project to include the additional amount stated on the bid form and authorize additional work that was not originally identified; approved a resolution authorizing an emergency waiver for a public works project for cleanup from water damage at Solana Highlands School; and ratified a contract with Alan J. Daly, Ph.D., to facilitate administrative professional development.

VISTA

The Vista Unified School District board on Thursday held a workshop to discuss the district’s future facilities needs.
