Following are results from recent local government meetings:

CITY COUNCILS

CARLSBAD

The Carlsbad City Council on Aug. 25 approved a resolution authorizing the city to enter an agreement with the U.S. Department of Justice Drug Enforcement Agency for operation of the Narcotics Task Force for fiscal 2016; approved a resolution accepting a bid and authorizing an agreement with Patrol Masters Private Security for adult school crossing guard services; approved an addendum to the memorandum of understanding with the cities of Escondido, Oceanside, San Marcos, and Vista for implementing the North County Economic Development Collaborative Model; adopted an ordinance adding to the municipal code to set procedures for the establishment of a reimbursement fee for funding the reimbursement of certain costs of construction of eligible improvements; adopted an ordinance to grant a zone change from Limited Control to Open Space for three parcels on a 17.44-acre site of the intersection of College Boulevard and Sunny Creek Road and south of the intersection of Cannon Road and College Boulevard; and received the Elections Code Section 9212 report for the Agua Hedionda South Shore Specific Plan Initiative Measure and adopted an ordinance proposing the plan without alteration.

ENCINITAS

The Encinitas City Council on Wednesday received a presentation of CivicSpark Program Activities from North Coast Connected; approved an amendment to the Regional Transportation Improvement Program; approved a $526,506 plus 15 percent contingencies contract with Nuline Technologies to construct the Annual Storm Drain Rehabilitation/Repair 2015-2016 project for a total contract amount not to exceed $605,482; approved the issuance of 2015 Encinitas Public Financing Authority Lease Revenue Bonds Series A for the purpose of fully refunding the 2006 Encinitas Public Financing Authority Lease Revenue Bonds Series A; conducted a hearing and introduced an ordinance that proposes changes to the city’s inclusionary housing regulations to better address the need for affordable units reserved in new development projects, which would amend the city’s Zoning Ordinance, Subdivision Ordinance and Local Coastal Program, and directed staff to host a workshop on inclusionary and affordable housing; and received a report and conducted a hearing on options for a local ordinance that regulates the size of single-family homes to make them more consistent with existing neighborhoods, directing staff to send options to the Planning Commission for review and ask them to bring back recommendations that could include an ordinance, application of design guidelines and other appropriate strategies.

ESCONDIDO

The Escondido City Council on Wednesday approved the acceptance of $30,000 from the California State Library Broadband Grant Program to the Escondido Public Library; and received a report on the Safari Highlands project and directed staff to move forward with the sphere of influence study.

OCEANSIDE

The Oceanside City Council on Wednesday discussed and approved the recommended design option for the Beach Restrooms and Operations Facility Project and Tyson Street Park Restroom Project.

SOLANA BEACH

The Solana Beach City Council on Aug. 25 approved the appointment of Mo Sammak to the Oversight Board for the Successor Agency to the former Solana Beach Redevelopment Agency; approved an application for $100,000 in funding to the county Neighborhood Reinvestment Program for the La Colonia Park Veterans’ Honor Courtyard; approved a conditional use permit for Solana Beach and Tennis Club for the maintenance and repair of five existing concrete infills and a 75-foot clay seam notch infill at the base of the lower coastal bluff below 447 S. Sierra Ave.; conducted a hearing on and approved a conditional use permit for Carruth Cellars to allow for on- and off-site alcohol sales at 118 S. Cedros Ave.; discussed the staff analysis and status intention for the Public Safety Commission, directing staff to return to council with procedural actions to retire the commission; adopted a resolution urging the state to provide new sustainable funding for state and local transportation; introduced an ordinance to amend the municipal code to clarify projects that must meet the city’s waste diversion requirements; introduced an ordinance to add to the municipal code to provide an expedited, streamlined permitting process for small residential rooftop solar systems; and extended the application deadline to Sept. 4 to fill a vacant position on the Parks and Recreation Commission.

VISTA

The Vista City Council on Aug. 25 approved an application for grant funds for the California Cultural and Historical Endowment’s Museum Grant Program; approved a resolution amending fine amounts for the parking violations and penalty schedule; discussed a ban on retail pet stores and directed staff to draft an ordinance prohibiting the sale of cats and dogs at retail pet stores; and discussed recognition protocol and approved an amended policy on issuing formal letters of appreciation and proclamations.

SCHOOL DISTRICTS

DEL MAR

The Del Mar Union School District board on Wednesday approved a revised job description for the position of Early Childhood Site Supervisor; approved a revised job description for the position of School Administrative Assistant; received a curriculum and instruction update, including information about materials, professional learning and content areas of focus for the 2015-16 school year; received a report on STEAM+ learning; received a report from the superintendent on goals and the Strategic Plan for 2015-16; received a report on Facilities Master Plan Summer 2015 projects; received a report on the district’s Facilities Master Plan and potential funding sources; received a staffing/enrollment update from Assistant Superintendent of Human Resources Jason Romero; approved a revised job description for the position of Administrative Assistant, Technology; approved a revised job description and salary for the position of Director of Maintenance, Operations and Facilities; and approved a new job description for the position of Assistant Principal without Administrative Credential.

FALLBROOK

The Fallbook Union High School District board on Aug. 24 received a presentation from migrant education students; received information on revisions to the Interdistrict Permit Policy; and received a presentation on the Smarter Balanced assessments results.

OCEANSIDE

The Oceanside Unified School District board on Aug. 25 accepted a two-year subsidized grant with Grow Your Own! from the Ecology Center for Palmquist Elementary School; ratified an agreement with the San Diego County Superintendent of Schools for participation in San Diego County Career Technical Education; ratified a memorandum of understanding with San Marcos Unified School District for participation in the SMUSD Science-Engineering-Technology Program; approved a contract with School Services of California to provide ongoing information on school finance, legislation, budgeting and general fiscal issues throughout the year; ratified a contract with Davis Demographics & Planning for 2015-16; adopted a resolution authorizing the issuance and sale of not to exceed $60 million aggregate principal amount of the district’s 2015 general obligation refunding bonds; approved the list of eight contractors who met the requirements to pre-qualify to bid on the Performing Arts Center project at Oceanside High School; approved a contract with Nixon Peabody LLP for bond counsel services; approved an agreement with Educational Achievement Services and retired Army Lt. Col. Consuelo Kickbusch to provide the Family Leadership Institute Program; and ratified an agreement with Social Communication Specialists.

POWAY

The Poway Unified School District on Aug. 24 approved board member appointments to the Budget Review Advisory Committee; authorized a Power Efficiency Agreement with Green Charge Networks for an Energy Cost Savings Program at 12 school sites and the district office; conducted a first reading of the proposed 2015-2016 Budget Act for Professional Development for Administrators and Teachers, Referred to as the Educator Effectiveness Program Funds; and received an update on the Stone Ranch Project.

VISTA

The Vista Unified School District board on Thursday received a presentation on the Student Services 2015 Data Trend Report; received a staff report on Career Technical Education; received a staff report on Charter School Update; and approved budget revisions based on the state adopted budget.
