1 of 2 new Superior Court judges sworn in

Attorney Tilisha T. Martin was sworn in Monday afternoon as the county’s newest Superior Court judge.

She is one of two local attorneys appointed to the bench in San Diego County this month by Gov. Jerry Brown. The other is James A. Mangione.

The appointments were announced last week.

Martin, 45, of La Mesa served most recently as supervising attorney at Dependency Legal Group of San Diego, Minor Counsel’s Office. She had been there since 2010.

Before that, she served as a deputy public defender in San Diego County from 2005 to 2010, and a community court coordinator for the Downtown San Diego Partnership’s Clean and Safe Program from 2002 to 2005.

She has master’s degrees in justice management and social work from University of Nevada, Reno and San Diego State University, and she is a graduate of California Western School of Law and UC Berkeley.

Martin fills the vacancy created by Judge William McGrath’s retirement.

Mangione, 61, of San Diego has been a partner at the firm Wingert, Grebing, Brubaker and Juskie LLP since 2002. Before that, he was a partner and in-house counsel at other firms and worked in private practice.

He earned his law degree the University of San Diego School of Law and his bachelor’s degree from UC San Diego.

Mangione fills the vacancy created by the retirement of Judge Christine Koch Goldsmith. He is expected to be sworn in Dec. 7.

Both of the new appointees are Democrats. They will make an annual salary of $189,041.
