CITY COUNCILS

CARLSBAD

The Carlsbad City Council on Tuesday approved a resolution certifying the results of the County of San Diego Registrar of Voters Sufficiency Examination of the Petition Filed for the Agua Hedionda South Shore Specific Plan; and approved a resolution granting the respondent’s motion to stay an administrative hearing pending emergency writ to the Superior Court to correct a procedural error in the matter of Steven Seapker v. City of Carlsbad.

ENCINITAS

The Encinitas City Council on Wednesday approved legislation position letters; authorized the continuation of a contract, not to exceed $272,844, with the county Probation Department to provide maintenance services; approved an agreement with Mercury Associates to conduct an Alternative Fuels Feasibility Study for the City Fleet Project; approved the appointment of Jacqueline Meyers to the Commission for the Arts; approved an expedited, streamlined permitting process for Small Residential Rooftop Solar Systems; adopted an ordinance amending the municipal code to promote the installation and use of graywater systems; conducted a hearing on updating development impact and mitigation fees and directed staff to return with more information on use of the fees, amount of fees in categories, and examples of possible future use; and conducted a hearing on amending fees for Planning and Zoning Services, amending fees for Engineering Services, amending fees for Fire Prevention Services, and setting Fully Burdened Rates for Development Processing Services.

ESCONDIDO

The Escondido City Council on Wednesday set a public hearing date for Sept. 23 to consider the adoption of a resolution of necessity authorizing the initiation of condemnation proceedings to acquire property rights across portions of a parcel for construction of the Citracado Parkway Extension Project; approved amending salaries and positions for Unclassified Management Salary Bands, Unclassified Clerical/Technical Salary Plans, and Unclassified Service Schedule List; approved the establishment of the property tax rate and fixed charge assessments for bonded indebtedness for 2015-16; approved the addition of two new stop signs on Ash Street at Sheridan Avenue; conducted a hearing on the Latitude II condominium development and approved a tentative subdivision map in conjunction with a development plan, which requires several exceptions to established design standards of the Downtown Specific Plan, including parking and sign setbacks, amount of open space provided, and covered parking; received a presentation on and discussed the Library Expansion Update, directing staff to explore government obligation bonds, including the hiring of a consultant to provide strategic planning and polling, while exploring joint development partnership opportunities; and received a presentation on downtown parking, directing staff to implement three-hour parking on Grand Avenue as a pilot program and pursue SANDAG planning and construction grants to develop a “Downtown Vision” that addresses parking, appearance, pedestrian amenities, emergency vehicle access and traffic management.

OCEANSIDE

The Oceanside City Council on Wednesday approved plans and specifications for the Lake Boulevard Waterline replacement project and authorized a call for bids; approved a two-year memorandum of understanding with the Oceanside Unified School District to fund the School Safety Enhancement Team with four school resource officers and accept revenue to the city in the amount of $319,899 and $329,572 for 2015-16 and 2016-17; approved a two-year memorandum of understanding with the Vista Unified School District to fund the School Safety Enhancement Team with one school resource officer and accept revenue to the city in the amount of $175,899 and $181,395 for 2015-16 and 2016-17; approved an agreement with Pelican Brooks Street Oceanside for the development and construction of a public parking structure and commercial-residential project in the 300 block of North Cleveland Street; and authorized staff to submit the Airport Layout Plan to the FAA and Caltrans for their approval as part of the new master plan for the Bob Maxwell Memorial Airfield and consider authorizing staff to apply for grants.

POWAY

The Poway City Council on Tuesday directed staff to draft an urgency ordinance to prohibit drone use during public emergencies such as wildfires; approved an agreement with KPFF Consulting Engineers for engineering design services for the Poway Center for the Performing Arts fall protection project; conducted a hearing and adopted a resolution for solid waste and recycling collection service rate increases; received a report on and approved Phase 2 water conservation landscape conversion projects at city facilities and parks, and authorized an appropriation of $167,580 from the Water Fund Undesignated Fund Balance; and received a report on the Poway Center for the Performing Arts Fee Study. discussing options for generating revenue.

SCHOOL DISTRICTS

CARLSBAD

The Carlsbad Unified School District board on Wednesday approved the 2014-16 tentative agreement with the Laborers International Union of North America; approved amendments / salary adjustment to the superintendent’s employment contract; approved a 3 percent salary increase for the deputy superintendent and assistant superintendents and authorized the other contract amendments; adopted a resolution in support of School Energy Cost Reform; received a presentation from Fiscal Crisis Management Assistance Team on the Special Education Review: Preliminary Findings and Analysis; and received a review of enrollment projections, school capacity and related factors, and approved staff’s recommendation to assign the Quarry Creek Development to Hope Elementary and Calavera Hills Middle schools.

ESCONDIDO

The Escondido Union School District board on Thursday conducted a hearing related to sunshining memorandums of understanding with California School Employees for 2015-16; received an update on the implementation of the Local Control Accountability Plan activities; discussed and approved a three-year memorandum of understanding with Encuentros Leadership to provide educational assistance and information to sixth through eighth-grade students in addition to parent trainings at a cost not to exceed $10,000 per year to be paid for by Title III funds; agreed to moved forward with discussion of memorandums of understanding with the California School Employees Association for 2015-16 that would establish a mileage stipend and provision for paid drive time for classified employees who are required to use their own vehicle to travel to more than one work site in their assigned work day and maintaining a 260-day work year for 12-month employees during fiscal years in which more than 260 possible work days exist; approved an independent contractor agreement with DMZ Visual Marketing and Business Solutions for implementing an efficient marketing and communication plan for the district at a cost not to exceed $30,000; and adopted a resolution approving Apple, Inc. as a sole source for Apple curriculum products and authorize the district to let sole source purchase orders to Apple without formal, public advertising and receiving of bids, to buy Apple manufactured products for instructional use.

FALLBROOK

The Fallbrook Union Elementary School District board on Aug. 17 approved a 60 percent/three days per week school psychologist position for Maie Ellis Elementary; approved three new teaching positions for 2015-16; and approved an additional .50 FTE counseling position.

RAMONA

The Ramona Unified School District board on Thursday received a report on Summer STEAM Camp from Ramona Community Campus; received a report on online learning in the district; approved the California Career Pathways Grant through 2018-19; approved the Agricultural Vocational Incentive Grant for 2015-16; received a report on progress made over summer on the Three-Year Maintenance Plan; and ratified a tentative agreement with classified employees.

SAN DIEGUITO

The San Dieguito Union High School District board on Thursday approved an agreement with Magdalena Ecke Family YMCA for the lease of facilities for the La Costa Canyon High School Boys & Girls Water Polo and Boys & Girls Swim Team programs through June 30, 2016, at the rate of $14 per hour per lane, to be paid for by the La Costa Canyon High School Foundation; adopted a resolution authorizing a grant application with the county for Neighborhood Reinvestment Program Funding for the purpose of accepting available funding toward the cost of improvements for the shared-use Solana Beach Library at Earl Warren Middle School; approved the guaranteed maximum price of $37,307,665 for the Lease-Leaseback contract with McCarthy Building Cos. for the Earl Warren Middle School Campus Reconstruction project; approved the 2015-16 Education Plan: Strategic Themes; approved the amendment to the employment contracts for the associate superintendents of Business Services, Educational Services, and Human Resources, and the new employment contract for the associate superintendent of Administrative Services through June 30, 2019; and approved the salary allocation placement for the new classified job classification “Instructional Assistant Special Education (Behavioral Intervention).”
